I. BACKGROUND
The Government of Indonesia and the Poverty Team have partnered together for over 5 years in promoting pro-poor growth and improving social protection. International donor agencies – DFID during 2003-06 and the Dutch from 2006 onwards – have been active in this partnership and provided generous support. Over the past three years in particular, there has been a high level of engagement between the two groups, forging strong working relationships. This has led to collaborative projects on a variety of issues that have contributed to the national poverty reduction agenda.

The Poverty Team is launching a four-year Poverty Engagement, Knowledge & Action program. The program falls under the umbrella of the steering committee of the PNPM-Mandiri Support Facility (PSF) but will be managed by the World Bank Office. The National Community Empowerment Program (Program Nasional Pemberdayaan Masyarakat Mandiri or PNPM- Mandiri) is a government flagship program to help realize national poverty reduction targets. The PSF provides the institutional basis for oversight and implementation of PNPM and acts as an umbrella body for poverty and social protection planning and programming in Indonesia. The PSF Steering Committee – consisting of senior representatives from the Government of Indonesia, the World Bank and contributors to a multi-donor trust fund –manages the support facility and its trust fund. It will provide overall guidance for the Poverty Team’s program will begin in 2009 and conclude in 2012.

The overall purpose of the program is to support the Government’s efforts to promote more inclusive growth and improve the social protection of vulnerable groups in Indonesia. The program designed to achieve this overall purpose consists of a portfolio of activities organized in four platforms:
i. Strengthening poverty and social protection programming. The program will provide technical assistance to government agencies to improve the capacity of units responsible for the implementation of poverty and social protection programs.
ii. Deepening analysis of poverty and vulnerability. The program will carry out original research projects and conduct experiments that aim to understand the causes of poverty and vulnerability, and the barriers to pro-poor growth. Research will be geared towards supporting policy formulation.
iii. Building technical capacity and “know -how.” Activities will target national and local institutions to strengthen their capacity in carrying out a range of activities that support program design, implementation and assessment. Technical skills will be transferred so that they can be applied to a range of program and projects as determined by aims of the institutions themselves.
iv. Stimulating policy dialogue and providing inputs to policy-makers. This platform will promote engagement and interaction with government agencies in order to support internal dialogue, awareness raising and policy response.

The following five strategic approaches will guide the design and implementation of the proposed portfolio of activities for each platform:

- Sustainability. The program, across all platforms, focuses on enhancing the skills and knowledge of counterparts in government agencies and local think tanks. Capacity building is achieved through “stand-alone” projects and is also integrated into project activities. There is also a focus on influencing medium-term development policies to support continuation of poverty reduction and social protection programs.

- Partnership approach. The program is based on a history of continuous partnership between the Government of Indonesia and the Poverty Team, actively supported by international donor agencies. Under the overall direction of the PSF Steering Committee, the program joins the Government with international agencies under a common partnership structure. Program activities will be jointly implemented by teams including staff from the National Development Planning Agency (Bappenas), the Central Bureau of Statistics (BPS) and the Poverty Team, with the occasional participation of government agencies and local think tanks.

- Client-driven. The program supports the departmental agendas of Bappenas and BPS, which have identified areas where additional assistance is needed. The platforms are flexible so that they can continue to be responsive to emerging needs flagged by government agencies. Activities will support current and future government programs and policies. The government-led PSF Steering Committee will ensure that the national poverty reduction mandate drives the program, and direct donor and World Bank engagement to this end.

- Donor harmonization. This is a program under the PNPM Support Facility (PSF), which offers a mechanism through which the Government, contributing donor agencies and the World Bank can align strategies and steer the program agenda. The PSF Steering Committee will oversee the program and a Poverty Advisory Committee will support implementation – both groups include government, donor and World Bank representatives to ensure harmonization.

- Knowledge accumulation. The program will build on research and diagnostic work that has already carried out by the Government, local think tanks and the World Bank. Knowledge-sharing activities will be integrated into program activities, including disseminating program findings and results across the government and among donor agencies.

II. SCOPE OF WORK
The Consultant will be working as part of the Poverty Team with the Poverty Reduction and Economic Management (PREM) group in the World Bank Office in Jakarta. The Consultant will be reporting to Poverty Team Leader at the World Bank Jakarta Office. The position will involve frequent interaction with government counterparts, universities, research think tanks, other donor agencies, and counterparts within and across the World Bank in Indonesia and other countries/regions.
The Consultant will be responsible for the following:
• Show leadership in conceiving and directing empirical analysis to expand the team’s research agenda, in response to requests from the Government of Indonesia. The applied research agenda will focus on strategic, analytical, and policy matters concerning poverty, targeting, social protection and the interactions between growth, labor market outcomes, and poverty reduction.
• Contribute to the formulation, dissemination and implementation of poverty and social protection policies and programs.
• Work with universities, non-government agencies and research institutions to improve local capacity in designing and implementing empirical research projects and program evaluations.
• Provide intellectual leadership and high-quality technical advice to senior policy-makers on matters related to poverty reduction strategies, poverty measurement and targeting issues and evaluations of key poverty and social protection programs.
• Provide high quality technical advice in response to on-demand requests government agencies, and as input to the annual poverty updates and workshops/conferences.
• Coach and mentor research analyst, counterparts from government agencies, and staff from partner universities and research institutions.
• Represent the World Bank, as requested, at public forums and meetings.

III. DURATION
The Consultant will be contracted with the view to work with the Poverty Team for two years. The contractual arrangement will begin with a one-year extended term contract (ETC) at the World Bank Office Jakarta. The position will be extended with an additional one-year ETC conditional on satisfactory performance during the first year.

III. MINIMUM REQUIREMENTS
• Minimum of M.A with 5 years of experience or PhD with 2 years of experience in economics (micro-economics, trade, labor and demographic economics, public economics, economic development, or health, education and welfare).
• Applicants with relevant work experience are preferred. Strong microeconomic analytical skills in microeconomics and an excellent command of econometrics; experience with large-scale household data.
• Demonstrated high quality of written and verbal communication skills.
• Effective interpersonal skills, with the capacity to influence across organizational and multicultural boundaries.
• Demonstrated commitment to teamwork and knowledge sharing, and working with multidisciplinary teams.
